State Rep. Pricey Harrison has introduced a new bill intended to broaden North Carolina’s gambling prohibitions to cover both online and in-person games of chance, according to the North Carolina State House.
Filed as HB 1171 on April 30 during the 2025 regular session, the measure carries the short title: ‘Prohibit Gambling in Prediction Markets.’

This bill seeks to enlarge the state’s gambling ban to include any game of chance operated at physical venues in North Carolina or accessible through online markets or platforms by residents, with explicit reference to prediction markets that involve wagers on future events. The proposal maintains current exemptions for the state lottery and other authorized gambling operations. Violations would constitute a Class 2 misdemeanor under current law. Additionally, the proposal allocates $10,000 in one-time General Fund money to the State Lottery Commission for the 2026-27 fiscal year to support enforcement. The gambling provisions are set to begin Dec. 1, 2026, the appropriation takes effect July 1, 2026, and the remaining provisions become effective when the act becomes law.
Among the three sponsors, Harrison introduced the highest number of bills (68) during the 2025 regular session.
Legislation in North Carolina undergoes a detailed process before becoming law. Lawmakers begin by filing a bill, which is assigned to a committee for consideration. Each chamber must read the bill three times. If either chamber amends the bill after the other has passed it, both bodies must ultimately approve an identical version. After both chambers pass the same text, it is sent to the governor, who has 10 days (or 30 days if the legislature is out of session) to sign, veto, or allow the bill to become law without a signature.
