Washington, DC - Congresswoman Kathy Manning (NC-06) Vice Ranking Member of the House Foreign Affairs Committee, and Congresswoman Young Kim (CA-40) celebrated the advancement of the bipartisan Securing Global Telecommunications Act through the House Foreign Affairs Committee.  

The Securing Global Telecommunications Act promotes secure technology to counter Chinese and Russian attempts to gain control over critical telecoms infrastructure and strengthens the United States’ leadership in communications technology.    “If China or Russia are allowed to create the rules of the road in the next generation of telecommunication technologies, like 5G, their companies will gain a competitive advantage over the tech channels that we rely on. The Securing Global Telecommunications Act is critical to countering China and Russia’s attempts to control telecommunications, preserve the United States’ leadership in tech and telecom, and protect the safety and integrity of the networks we use daily,” Congresswoman Kathy Manning (NC-06). “I am pleased that this important legislation received broad bipartisan support in the House Foreign Affairs Committee, and I look forward to working with Rep. Young Kim to ensure that we get this bill passed through Congress.”  

The bipartisan Securing Global Telecommunications Act enhances the U.S. efforts to promote secure telecommunications infrastructure around the world by requiring the State Department to: 

  • Develop a comprehensive strategy to promote trusted vendors in several categories of critical telecommunications infrastructure;  
  • Report to Congress on Chinese and Russian efforts to advance their interests at the International Telecommunications Union (ITU); and  
  • Identify opportunities for multilateral collaboration to promote secure telecom providers. 
Telecommunications infrastructure is the physical mechanism through which technological information flows. Telecommunications infrastructure impacts many products in American homes, including Wi-Fi routers and 5G mobile networks.    In September 2022, the Securing Global Telecommunications Act passed the U.S. House with bipartisan support.
