On October 1, 2024, Manning addressed the impact of Hurricane Helene on North Carolina farmers. She highlighted the urgent need for relief due to "immense losses" faced by the agricultural sector. Manning expressed pride in joining a bipartisan group advocating for disaster relief funding aimed at supporting agriculture in affected areas across the Southeast United States. Later that day, she commended the Biden-Harris Administration's investment in enhancing security for Jewish organizations amid rising antisemitism through a $210 million allocation to the Nonprofit Security Grant program. Manning described this grant as an effective tool for protecting places of worship and Jewish organizations from threats.
