Washington, DC - On July 20, 2023, Congresswoman Kathy Manning (NC-06), voted in favor of the bipartisan Securing Growth and Robust Leadership in American Aviation Act, H.R. 3995, to reauthorize the Federal Aviation Administration (FAA) for five years. H.R. 3995 included two of Congresswoman Manning’s amendments to bolster youth aviation training initiatives and encourage aviation workforce development at Historically Black Colleges and Universities (HBCUs) and Minority Serving Institutions (MSIs).
“The Triad is a hub for aviation manufacturing and innovation. With cutting edge aviation companies like Boom Supersonic and Marshall Aerospace developing their businesses at PTI airport, it’s crucial that local workers are equipped with the training needed to fill new aviation jobs in our community. I am proud to vote for the FAA reauthorization bill, which included two of my amendments that support youth aviation training and bolster HBCU engagement in aviation workforce development,” said Congresswoman Kathy Manning (NC-06).
- The FAA reauthorization bill includes several priorities for House Democrats:
- Strengthening and diversifying the U.S. aviation workforce,
- Expanding consumer protections and accessibility,
- Promoting environmental sustainability and resilience,
- Fostering innovation, and
- Maintaining America’s gold standard in safety.
Requires the FAA Administrator to report to Congress on implementation of the FAA Youth Access to American Jobs in Aviation Task Force’s recommendations on increasing access to information and enhance collaboration.
Adds a Sense of Congress on FAA engagement with HBCUs and MSIs on aviation workforce development.
The Securing Growth and Robust Leadership in American Aviation Act passed the House with bipartisan support and awaits passage by the U.S. Senate.
